(AP) ? Proposed changes to Senate rules would either ease the way for President Barack Obama to assemble his second-term team or permanently threaten the body's deliberative style, the chamber's top Democratic and Republican lawmaker said Sunday.

Democratic Leader Harry Reid and Republican Leader Mitch McConnell once again strongly disagreed during separate television segments on the eve of a rare closed-door summit that could reduce the Senate's reputation as deliberative to the point of inaction. Reid and McConnell ? along with their rank-and-file members ? have been trading barbs over just what the proposed changes would be, both for Obama's current slate of nominees who are awaiting confirmation and for future senators who prize their ability to delay action.

Democrats, who are the majority in the Senate, are pushing to erode the rights of minority Republicans to block confirmation of Obama's picks for posts on a labor rights board and a consumer protection bureau. Republicans previously stalled confirmation votes for Obama's pick for labor secretary and chiefs of the Environmental Protection Agency and the Export-Import Bank, but last week GOP lawmakers stepped aside and said they would allow those nominees to move forward.

Reid said the changes were not about the appointment of judges or passing legislation. "This is allowing the people of America to have a president who can have his team," he said.

McConnell called Democrats' proposed changes contrary to Senate tradition, which typically requires 60 votes to end debate and move forward on nominations or legislation.

"I hope that we'll come to our senses and not change the core of the Senate. We've never changed the rules of the Senate by breaking the rules of the Senate," McConnell said.

All 100 senators ? but not reporters or the public ? have been invited to a meeting Monday evening to seek a compromise that a handful of lawmakers are now exploring.

"We need to start talking to each other instead of at each other," McConnell said.

It's not clear a conversation would produce any agreement.

Reid calls the changes minor and narrow. McConnell calls them unprecedented and overbroad.

Reid says the proposal applies only to those tapped to serve in the administration, not for lifetime posts as judges. McConnell says it would fundamentally deny senators their prerogative to query potential officials.

Reid said the nominees would protect consumers, workers and the environment. McConnell and his GOP allies say the picks are payback to Obama's political base.

"They're driven by the unions," said Sen. Orrin Hatch, R-Utah.

Countered Reid: "They have nothing against the qualifications. They don't like the jobs these people have."

In particular, Republicans have objected to a pair of union-backed members, Richard Griffin and Sharon Block, on the National Labor Relations Board, who were appointed by Obama when he said the Senate was in recess. An appeals court has ruled that Obama exceeded his authority, and the board's actions since they took their seats are in legal limbo.

Republicans also have objected to Obama's pick to lead the Consumer Finance Protection Bureau, which was created as part of Wall Street overhaul legislation, which the GOP opposed. Obama nominated his pick, former Ohio Attorney General Richard Cordray, more than two years ago.

"I think a president should have the right to put their team out there," said Sen. Amy Klobuchar, D-Minn.

"Why we can't just do 51 votes is beyond me," she added.

Reid and McConnell spoke during separate interviews with NBC's "Meet the Press." Hatch and Klobuchar were on ABC's "This Week."

Over 1 million Euro for research projects in sub-Saharan Africa

In many African countries food production per capita is in decline. Population growth, urbanization processes, soil degradation, resource conflict, globalized manufacturing as well as increasing climate variability are, inter alia, responsible for these trends. The Department of Cultural and Social Anthropology at the University of Cologne is researching these pressing problems within the framework of five collaborative research projects.

The research projects have funding of 1.1 million Euro and will directly contribute to the work of the UoC key profile area IV: "Social-economic, Cultural and Political Transformations in the Global South." The projects have a social-economic research focus and are planned to run from three to four years. They take an interdisciplinary approach and will be involved in the training of young academics from Europe and Africa. The new projects will contribute to the understanding of current trends and the identifying of solutions for problems of the future.

Prof. Michael Bollig is participating in an EU funded prestigious Marie Curie Initial Training Network (ITN). Together with colleagues from Sweden, England, France and Belgium, he is looking at the development and current use of cultural landscapes in East Africa from archaeological, historical and ethnological perspectives within the framework of the project "Resilience in East African Landscapes: Identifying critical thresholds and sustainable trajectories past, present and future (REAL)." Fragmented land use in North Kenya and the globalization of agricultural products in central Kenya (going on the example of cut flowers) are central themes to the research.

A further project "Local Institutions in Globalized Societies LINGS", which is analysing the transformation of communal water management in the long term, has also been granted a further phase of project funding by the German Research Foundation (DFG).

In addition to this, Michael Bollig is involved in the DFG funded interdisciplinary research group "Resilience, collapse and reorganisation in complex coupled social-ecological systems (SES) in Africa (RCR)" (FG1501), a project that sees natural scientists, social scientists and scholars of cultural studies working together to document and analyze human and natural processes in south and east African Savannahs. Here Professor Bollig is examining, inter alia, the consequences of the rapid expansion of invasive species of plants on existing land use practices and social dynamics in the context of the global floral industry at Lake Naivasha in Kenya. Within the framework of the same research group (FG1501), Dr. Clemens Greiner and his colleagues from the Department of Geography at the University of Bonn, has received funding for a working group, which plans to research how migration between urban and rural areas in Kenya and South Africa affects the use of resources in the regions of origin of the migrant workers.

In addition to this, Dr. Greiner is supervising the sub-project "Wetlands in East Africa Reconciling future food production with environmental protection" a collaborative research project of the funding project GlobE "Securing the Global Food Supply." The project, which is funded by the Federal Ministry of Education and Research, is examining the increasing significance of wetlands in drylands and their role for securing food supply in Kenya, Rwanda, Tanzania and Uganda. Academics and scientists from German and African universities are researching agricultural earning potential and the sustainability of existing and future forms of land use. Gender, health aspects, peri-urban land use change as well as the changing institutional architecture are at the focus of the anthropological research.

(AP) ? The Justice Department said Sunday it is looking into the shooting death of Trayvon Martin to determine whether federal prosecutors will file criminal civil rights charges now that George Zimmerman has been acquitted in the state case.

The department opened an investigation into Martin's death last year but stepped aside to allow the state prosecution to proceed.

In a statement, the Justice Department said the criminal section of its civil rights division, the FBI and the U.S. Attorney's office for the Middle District of Florida are continuing to evaluate the evidence generated during the federal probe, in addition to the evidence and testimony from the state trial.

"Experienced federal prosecutors will determine whether the evidence reveals a prosecutable violation of any of the limited federal criminal civil rights statutes within our jurisdiction," the statement said. Justice added that it will determine "whether federal prosecution is appropriate in accordance with the department's policy governing successive federal prosecution following a state trial."

From the Rodney King case in Los Angeles to the Algiers Motel incident in Detroit more than four decades ago, the Justice Department has a long history of using federal civil rights law in an effort to convict defendants who have previously been acquitted in related state cases.

On Sunday, NAACP President Benjamin Todd Jealous started a petition calling for the Justice Department to open a civil rights case against Zimmerman for the shooting death of 17-year-old Martin, but experience has shown it's almost never easy getting convictions in such high-profile prosecutions.

"The Justice Department would face significant challenges in bringing a federal civil rights case against Mr. Zimmerman," said Alan Vinegrad, the former U.S. Attorney in the Eastern District of New York. "There are several factual and legal hurdles that federal prosecutors would have to overcome: They'd have to show not only that the attack was unjustified, but that Mr. Zimmerman attacked Mr. Martin because of his race and because he was using a public facility, the street."

As to the last element, the confrontation between Zimmerman and the shooting victim occurred in a gated community, which may not fit the legal definition of a public facility.

Lauren Resnick, a former federal prosecutor in New York who successfully prosecuted a man in the killing of an Orthodox Jew during the 1991 Crown Heights riots in Brooklyn, said the Justice Department could conceivably proceed under a theory that Zimmerman interfered with Martin's right to walk down a public street based on his race. But that would be challenging, she said, because it would require prosecutors to prove, among other things, that trailing Martin on the street constituted interference.

"One could argue it did, if it freaked him out and he couldn't comfortably walk down the street ? there's an argument here," said Resnick, who now specializes in white-collar criminal defense and commercial litigation.

But she said federal prosecutors were likely to encounter the same hurdles as state prosecutors in establishing that Zimmerman was driven by racial animus and was the initial aggressor, as opposed to someone who acted in self-defense.

"When you have a fact pattern where one person's alive, and one person's not, and the person alive is the defendant, it's hard to prove things beyond a reasonable doubt," said Resnick. She also said it was easier to prove a criminal bias in the Crown Heights killing than it would be in any federal prosecution of Zimmerman.

Samuel Bagenstos, a former No. 2 official in the Justice Department's civil rights division, said: "This is an administration that hasn't shied away from bringing hate crimes cases that are solid prosecutions based on the facts and the law, but from what I've seen this would be a very difficult case to prosecute federally because the government would have to prove beyond a reasonable doubt that George Zimmerman acted because of Trayvon Martin's race. If you're trying to prove racial motivation, you are usually looking for multiple statements related to why he is engaging in this act of violence. I think it's a difficult case to prove."

Another federal case, the Rodney King prosecution, illustrates just how difficult it can be for the federal government to come in behind a state prosecution that ended in acquittal, even when there's videotaped evidence of the crime.

King was beaten by Los Angeles Police Department officers after a high-speed car chase in 1991, but the four police officers charged in the incident were acquitted on state charges of assault with a deadly weapon and three of the four were acquitted on a charge of use of excessive force. The jury deadlocked on the excessive force charge against the fourth officer.

Federal prosecutors obtained an indictment on charges of violating King's civil rights. Two of the officers were found guilty and were imprisoned. The other two officers were acquitted.

In a 1970 prosecution, the Justice Department charged three white Detroit police officers and one black private security guard with allegedly conspiring to deprive eight black youths and two white girls of their civil rights during the 1967 riots in Detroit.

The officers had gone to the Algiers Motel in a reported search for snipers. Three black teenagers were slain at the motel. One of the police officers had been acquitted earlier of a state charge of first-degree murder in the case; another officer had been found innocent in a separate state trial on a charge of felonious assault.

The federal case took place in Flint, Mich., an hour's drive north of Detroit, after the defense complained that the defendants could not get a fair trial in the city where the slayings occurred. A jury acquitted all four defendants.

In prosecuting the law enforcement officers, the Justice Department invoked an 1871 civil rights law. Prosecutors alleged that the officers had lined up the people staying at the motel and slugged them with clubs and rifle butts. There was testimony that several of the guests were taken into separate rooms where shotguns were fired into the ceiling in an effort to get those in a nearby hallway to disclose the identity of the alleged snipers and the location of firearms.

In a defense that turned out to be successful, defense attorneys emphasized that the charge against their clients was conspiracy, not assault, coercion, intimidation or murder. Lawyers for the two officers previously charged in the state cases also argued that their clients were being charged with serious criminality even though they had already been acquitted.

'Pillars of smoke,' 'several flips': Witnesses recount scene at San Francisco plane crash

Asiana Airlines Flight 214 crash survivor Benjamin Levy describes to NBC Bay Area affiliate KNTV what it felt like during the aircraft's crash landing. He said he heard "a lot of people screaming, not really believing what was happening to them" and witnessed people with what looked like head and rib injuries.

After the crash landing, Benjamin Levy heard screams. His fellow passengers had broken bones, cuts, burns, bruises. The man in the seat next to him took a bad blow to the head.

For a few moments, confusion filled the cabin of Asiana Airways Flight 214.?

"It was surreal," Levy told NBC Bay Area on Saturday, shortly after being taken by ambulance from San Francisco International Airport. ?"A lot of people screaming and not really believing what has happening to them. I wasn?t believing it either."

Once the plane had skidded to a halt, ?I kind of stood up and went and opened the door,? ?Levy said. ?A piece of the wing was gone. So there was a lot of debris. But I realized we were on the ground.?

Levy started to help other passengers off the plane, trying to keep them calm and telling them not to worry about their bags. The scene in the cabin was chaotic, but not panicked. People were pushing each other out of the plane, he said.

Levy helped who he could, then tried to go to the back section to help a few more, but someone grabbed him and pushed him out, he said.

Other passengers slid down the inflatable emergency chutes, some running when they touched the ground and others walking away. One man told a relative later that there was so much smoke it was hard to breathe.

Eyewitness of the Asiana Airlines Boeing 777 plane crash describes the dramatic scene as the aircraft came in for a landing.

Within minutes, almost everyone was off Flight 214 ? most of them injured but alive.

Levy?s account of ?Saturday?s frightening and deadly crash landing was among the first to be made public, and one of the few to be heard by late in the day. That?s because the injured were quickly whisked away to nine Bay Area hospitals and unhurt passengers were sequestered at a ?safe area? at the airport before quietly leaving with relatives.

Two passengers were killed when the plane, a Boeing 777 flying from South Korea, came in at an awkward angle, clipped its tail, careened from the edge of San Francisco Bay down the runway and caught fire, according to witnesses and NBC News sources.

Among those who made it to safety were 34 Chinese high school students and a teacher, on their way to summer camp in the United States, according to Chinese state television. The plane had originated in Shanghai. Only the teacher had an injury, and it was light.

The crash happened just before 11:30 a.m. local time, after a flight of more than 10 hours across the Pacific Ocean from Seoul.

Airport officials said it appeared to be a tragic accident, and federal investigators said it was too early to determine the cause.

When the plane came to rest in a field, it left a trail of debris and pieces of the sheared-off tail scattered on the runway. The fire charred the cabin and burned off much of the top of the fuselage.

?This could have been much worse,? said Edwin Lee, the San Francisco mayor.

San Francisco Fire Chief ?Joanne Hayes-White said that firefighters arriving at the scene found people in the shallow water of the bay beside the tarmac, presumably dousing ?themselves after the fire on the plane.

The two deaths were the first in a jumbo jet crash in the United States since November 2001, when a plane went down in a New York neighborhood. They were the first U.S. fatalities for a large airline since the crash of a regional jet killed 49 in February 2009.

In all, there were 307 people on board the Asiana flight, 291 passengers and 16 crew. Authorities said 182 people were hospitalized, including 49 with serious injuries. Hospitals reported that the injuries included burns, fractures and cuts.

The bodies of the two dead were found on the runway, Hayes-White said. South Korea's transport ministry said those who died were Chinese citizens.

The National Transportation Safety Board was sending a full crew to investigate. Sources told NBC News that the pilot did not put out a distress call before the landing. The day was partly cloudy and the winds light.

?We were approaching perfectly well, but we were too low,? Levy said. ?When the pilot realized it, he put some more gas to correct it, but it was too late, so we hit the runway pretty bad, and we started going up in the air again, and we landed pretty hard.?

Besides the 61 Americans, authorities said the jet was carrying?77 Koreans, 141 Chinese, three passengers from India, one each from Japan and Vietnam and seven whose nationalities were unknown.

David Eun, an executive with Samsung Electronics who was on the flight, posted to his Twitter account: ?I just crash landed at SFO. Tail ripped off. Most everyone seems fine. I?m ok.?

He also posted a photo that showed people walking or running away from the downed plane, including at least a half-dozen who appeared to have slid down an emergency chute.

The deaths are the first in an accident involving a 777, a wide-body, twin-engine jet that has been in service since 1995 and is known as the Triple-7. Before Saturday, the most serious 777 accident was in January 2008, when a British Airways flight landed short and skidded onto the runway, injuring 47 people. The jet in Saturday?s crash had been in service since 2006.

San Francisco International suspended all takeoffs and landings for four hours after the crash and said that some flights were being diverted. Two of its four runways later reopened. The airport advised passengers to check with their airlines.

The flight tracking service FlightAware.com said that Asiana 214 flew about 10 and a half hours after taking off from Incheon airport at 5:04 p.m. local time, about half an hour late. The flight had originated in Shanghai.

First-hand accounts of the crash were hard to come by, partly because passengers and their relatives and friends were being separated from reporters at the airport terminal, The Sacramento Bee reported.

Ying Kong, of Albany, N.Y., told Reuters that she was waiting at the airport for her brother-in-law, Fawen Yan, of Richmond, Calif. He called her after surviving the crash and reported that people had to run and that it was ?really smoky and scary.?

?He feels it difficult to breathe,? she said, ?but he?s OK.?

Levy also was feeling grateful after the ordeal, despite being taken to San Francisco General Hospital for treatment of cuts and bruises and possibly a broken rib, NBC Bay Area reported.

"I am (in pain), but not too bad compared to other people," he said. ?? I?m so thankful that many people got out of the plane quickly, not being too injured.??
